Ugly.  Can you send me the output of
http://people.freebsd.org/~msmith/pir.c?

We're not routing interrupts.  And even if we were, there would be
some minor issues with interrupts.

Actaully, it would be better if you could file a PR with the following
information in it, and send me the PR number so I don't loose track:

The dmesg of the non-working kernel (the whole thing, not just the
excerpt reported above).

The output of the pir program above.
