Notes:
* Focus is shifting on preparing ALTQ for the Giantlock-free
environment in 5-CURRENT, which will become the default for the
network stack at some point in time.
* There are still quite a few drivers that could be ALTQ enabled
without much effort.

- disabled TBR interaction in fxp(4) -- Pyun YongHyeon experienced
IRQ storms under SMP; plus architecture independency fix
- dc(4) small fix related to architecture independency

- rl(4) ALTQ diffs rewritten & simplified (spotted by Pyun YongHyeon)
- updated ALTQ core files to enable the MPSAFE bit and mark some

- updated the ALTQ kernel configuration file
- updated README
- updated Changelog (properly credit folks in -beta1 history)
