I noticed this from daily mail:

fetch: https://www.ietf.org/timezones/data/leap-seconds.list: Not Found

So there are actually two issues:

1) IEFT is no longer hosting leap-seconds list.  One potential source is
probably https://hpiers.obspm.fr/iers/bul/bulc/ntp/leap-seconds.list .

2) /etc/periodic/daily/480.leapfile-ntpd should not run "service ntpd
onefetch", or "service ntpd oneneedfetch" should not be run.  In fact, it's
probably reasonable to not run it if ntpd is not enabled.
