Assuming your terminal server supports it, make an entry in the users file
for each user that needs 128k, and set Framed-Protocol=MPP
.  Otherwise, set Framed-Protocol=PPP.

As another option, don't let your 64k users log in using chap/pap. 
Multi-link PPP can't work if it starts with a terminal session (plain text
login sequence).
