Do you _have_ to reboot?  Can you get away with a 'shutdown now', or do
you have to load the new kernel before an installworld?  (the [1] note
implies not).  I am guessing the object is to quiet down the system, and
if this is the case, then surely a shutdown is preferable to a reboot...
