Thanks for this excellent bug report. Can you send me the output of the pir program that mike smith wrote? It appears that the routing of the pci interrupt is failing for some reason. Also, please try it with hw.pci.ignore_pcibios=0 as well. The pir program can be found at http://people.freebsd.org/~msmith/pir.c I'll file a PR with your bug report and add the other information as you can provide it to me.
