I'm sorry; that conclusion is not supported by yoru observations.

fsck needs to look at lots of things, and its time will depend (among
other things) on the sheer number of files stored on the filesystem).
newfs, by its nature, depends nearly completely on the saize of the
filesystem to determine how long it will run, and has no dependency on
the files (if nay) that might be (or have been) stored there.

Since what it was doing was changing the pointers to the data (vs. the
data themselves), I fully expect that it could.

than I have will be able to give you a less unpleasant answer.
