I suspect it would be easier to handle this in the script that sends the
reports in the long term (short of having a list of valid Responsible
values).

Doing this the manual way to spare the list from spam turned out to be
problematic, so if this isn't a cause of major grief then I'll leave the
PRs as they were for now and renew my efforts to hunt down the scripts
concerned.
