They have been added to the source tree weeks before that release. It has not been rushed. Nothing, therefore, has changed in how you create your own kernel config file (NOTE: this only applies to -stable; not -current). The buildkernel target has been advocated because it abstracts most of the hairy details in actually building a kernel and making sure you use the right version of certain tools (not to mention make include files).
