Well, since your log shows the time getting stepped only one way, it has to be your clock. Unless, of course, there are a whole bunch of tiny clock slews the opposite direction, which don't show up in your log. This seems to be unlikely. If you want to get rid of the messages, you can specify the "-x" flag to ntpd.
