Interestingly enough, it turns out that both OpenBSD and NetBSD have
setproctitle() in libc rather than in libutil. Does anyone have any
objections to us following suit ? At a guess I would think
setproctitle() isn't used in any of the bootstrap/build stuff, so it
would *probably* be an easy transition if nobody complains....
