I am a bit confused about this new change.
I see references to /etc/rc.d, but the only rc.d directory I am
familiar with is /usr/local/etc/rc.d

Is this directory the one which is going to be affected?
What will happend with programs that don't know about
start/stop? do we need to change existing scripts on those
directories?
