thanks to the joys of kernel modules, firewalling doesn't
require a kernel rebuild (or reboot).

man kldload, man ipfw, see src/sys/modules/ipfw/Makefile

IPFIREWALL_FORWARDing requiring a kernel rebuild is a
known issues and is being addressed already.
