${VERSION_MINOR} has been used in the pkg.conf settings since it was in its testing phase during 14.2-RELEASE. Since 14.3-RELEASE, it has been fully supported, and FreeBSD-kmods is enabled by default. Note that the repositories for packages derived from the ports tree for 15.0 have been renamed to FreeBSD-ports and FreeBSD-ports-kmods. ${VERSION_MINOR} is documented in pkg.conf(5). With respect to the FreeBSD-base repository: I imagine it will work similarly to how ${VERSION_MINOR} as during the upgrade from 14.2-RELEASE to 14.3-RELEASE. However, I have no insight into how these settings may develop or evolve during the pre-release cycle leading up to the official 15.0-RELEASE, or how they may change in future update processes; for example from 15.0-RELEASE to 15.1-RELEASE.
