Does > everything have to be done? > [...] If you have already cvsup'd everything, read /usr/src/UPDATING, which provides step-by-step instructions for upgrading 3.x to 4.x stable and 4.0-Release or later to 4.x stable. I have succeeded in upgrading my vanilla 4.2-Release to 4.3-RC by following those instructions.
