It sounds like a DNS thing - telnet[d] is doing a lookup.
There's a bit in http://www.FreeBSD.org/FAQ/userppp.html about doing 
a ``set log +tcp/ip'' to see what's causing the dial.  If it's a DNS 
lookup, you'll need to configure around it (maybe have a local DNS).
