could you please file this as a separate PR (and cc me)?  the fact that we
write out a full set of new packages every time then delete most of them is
already known, but if this isn't working for 15.1 and we always publish the
full package set, that's a much more annoying bug because it prevents
incremental upgrades from working properly (i.e., a client system will always
reinstall all packages).
