We don't use proper sentences in comments because they're bulky if you read several of them in a list, you'll notice a strong tendency towards needless repetition ("Foojoy is a program that ...", "This allows you to ..."). The pkg/COMMENT is often used as an addendum to pkgname, for example, Greg Lehey's book lists "package-name | category | comment". -- This is my .signature which gets appended to the end of my messages.
