When I enter "reboot" as a normal user (me) I see "reboot: Operation not permitted". - I am a member of the "operator" (and "wheel") group. - "shutdown -r now" works as the very same user. - As root, "reboot" works. - The very same things happen with "halt" (operation not permitted) and "shutdown -h now" (works). - "poweroff" works.
