We should do this safe variant for security reasons. Other BSDs are either
broken in that place or create their directories differently by the ways
unknown to me.

Mtree is just an application and have nothing related to system security
by itself. Better keep applications in sync when possible since when
people use them for their own needs, they suppose that applications are
the same. Safe or unsafe terms can't be used for mtree as application.
