But yeah, I did not have luck getting the setting to work in such a way that 'make config' on my PuTTY session would use line-drawing characters instead of random letters/numbers (likely because something was sending UTF-8 multibyte characters and PuTTY was trying to use individual bytes). This was back with portconfig-0.6.1 (I think), so I looked at the changes made, deduced the lines causing it, and wrote a revert patch to get the old behavior back.
