There doesn't seem to be a rc.conf knob for this, which I would have thought there would be. Look at the /etc/rc script. Find the line that looks like sendmail -t < $i and comment it out. It's possible you will need to replace it with a line that does nothing of note; I don't remember how ash deals with empty then clauses.
