Coincidentally, I just set up a fresh 4.9-RELEASE-p1 using jailer
1.1.2, and it seems to work fine so far.

The jailer homepage says "When upgrading from FreeBSD 4.x to 4.8 or
4.x to 5.x you'll need to rebuild jailer and reinstall it in your
jails.", maybe this is the problem?
