I think this is a good idea.
Another case that people frequently forget is that we sometimes *do*
make print versions of our documents, and it makes no sense to have a
relative URI reference off of a piece of paper. This is easily fixed by
setting &wwwbase; (or whatever it's called) appropriately when
generating non-hyperlink-capable documents.
