questions@ is a better place to ask really as this isnt -CURRENT related, its part of the output of the daily periodic script
/etc/periodic/daily/460.status-mail-rejects 
which is enabled by default.
the defaults are in /etc/defaults/periodic.conf
feel free to overide them in /etc/periodic.conf
