I'm guessing that it has been left out by mistake. In
/usr/src/crypto/openssh/Makefile, it says:
SUBDIR= lib ssh sshd ssh-add ssh-keygen ssh-agent scp sftp-server \
ssh-keyscan sftp
But the ssh-keyscan and sftp subdirectories are missing, at least for
RELENG_4. See:

http://www.freebsd.org/cgi/cvsweb.cgi/src/crypto/openssh/ssh-keyscan/Makefile
These CVS files simply have no RELENG_4 tag, while the other Makefiles
do.
