As someone above has pointed out, it appears that many different issues might contribute to this same apparent hang. In this case, I can work around by either using "copy_staging enable" at the loader prompt, or disconnecting one of the dual DP outputs when booting. (This machine has two DP monitors connected at boot. Disconnecting one, for some reason, "fixes" the boot hang.)
