I have now encountered this issue on a different machine (Dell Optiplex 7060)
after updating the EFI loader from 14 to 15 (the machine was already running
15, I forgot to update the loader).

As someone above has pointed out, it appears that many different issues might
contribute to this same apparent hang.

In this case, I can work around by either using "copy_staging enable" at the
loader prompt, or disconnecting one of the dual DP outputs when booting. (This
machine has two DP monitors connected at boot. Disconnecting one, for some
reason, "fixes" the boot hang.)
