I ran the following command on macOS 13.5.2:

    "MAKEOBJDIRPREFIX=3D/private/tmp/obj tools/build/make.py --debug TARGET=
=3Damd64
 TARGET_ARCH=3Damd64 --bootstrap-toolchain clean

and I got the following message:

    ...
    =3D=3D=3D> etc (clean)
    bmake[2]: warning: /etc: Permission denied.
    ...

I didn't investigate but it seems to be a bug.

The FreeBSD src tree is at 4862e8ac0223d7b19c8b3e070af1e2b38b18f333.
