More precisely, it RUN_DEPENDS on graphics/poppler-utils, not the main
(library) port, and RUN_DEPENDS ports do not need the bump, esp. when
they are also NO_BUILD.

I think that LIB_DEPEND approach is technically more correct and those
few cases can be added manually, e.g. by comparing full grep vs lib-only
grep and cherry-picking from the difference.
