I suspect a third queue is in order too (eivind's suggestion) - less important than the interactive queue but more important than the non-interactive one. It should be possible to fragment packets that go into this queue if they look like they're really bulk. We could then manually set certain ports to be either interactive, semi-interactive or bulk.
