I believe most p&p devices have to have p&p disabled to be detected in FreeBSD. I have a p&p modem and Ethernet card that worked in FreeBSD after I disabled p&p. I think there might be some support for p&p in the current or stable branch, but I am not sure, I am using 2.2.2.
