This is a +1 to Erik's suggestion that this be regarded as a doc-bug.

I semi-understand Simon's explanation, but would _never_ have worked that out
from the explanation in the manpage (or the pmake tutorial pdf).  The
documentation seems very clear and straightforward, but guides one (well,
guided me) to a completely wrong interpretation.
