 Just so Ruslan doesn't sound like a lone ranger on a dark mission, I'd
 like to add that I agree with the sentiments he has expressed here.
 
 tic(1) is a very useful application.  There just doesn't seem to be a
 strong enough motivation to include it in the base system.
