That's bad news.  I almost had it running some time ago with a similar
hack to yours (mounted from inside /sbin/init).  I remember that it
was basically working, except syslogd, but those are also still
unresolved:

Device od0a: name slot allocation failed (E=17)
Device rod0a: name slot allocation failed (E=17)
Device od0c: name slot allocation failed (E=17)
Device rod0c: name slot allocation failed (E=17)
