DISABLE_VULNERABILITIES is to disable portaudit's checks, not
FORBIDDEN checks.  I'm actually not really sure what disables
FORBIDDEN checks.

But, I agree that DISABLE_VULNERABILITIES is a very poor name - if
only the knob did what the name indicates... :-).
