If zero (the default) or a value larger than SIZE_MAX - PAGE_SIZE is given, the available amount of memory (including main memory and swap space) will be used. My understanding, which might be wrong, is that as long as your size of tmpfs is smaller than ram, it is kept on the ram. Swap is only used when your tmpfs exceeds the available physical ram.
