To be honest, the response in comment #5 is why the images were bumped to 30GB.

As the base system grows, these images will also need to grow, as is also the
case for the amd64 disc1.iso for example.  This was also the case for arm SD
card images as well.

Having said that, I personally do not see a "bug" here, necessarily, as a 30GB
images is eventually going to be increased at some point even futher.
