I found FreeBSD base is not ready for UTF-8 locales, and this was added
to ports/misc/utf8locale, and NetBSD sharesrc/share/locale/ctype.
I think this will be tested and fixed by NetBSD guys and be
MFNetBSDed with citrus sources someday.
