It's a registry setting.

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Tcpip\Parameters\
                       Interfaces\[Adapter ID]

I just found www.winguides.com, which looks like a really useful
resource.  Searching there for "MTU" turned up various documents that
look like they could come in handy.
