Fresh after power up or reboot, according to 'libinput debug-events' the
touchpad doesn't send any events.  A suspend/resume cycle fixes it.  I don't
remember seeing this behaviour before, so it probably started in the last few
months?

The hardware is Dell Latitude 7280, hms is:

iichid0: <DLL079F:00 044E:120B I2C HID device> at addr 0x2c irq 51 on iicbus6
hidbus0: <HID bus> on iichid0
hms0: <DLL079F:00 044E:120B Mouse> on hidbus0
hms0: 3 buttons and [XYWH] coordinates ID=1
