How is your name service set up?  If you don't have a local name
server or all hosts on your local LAN in /etc/hosts, you might get
symptoms like these, since sshd (for example) has the annoying habit
of always doing a reverse lookup on the peer address. The lookup
should eventually time out, and you might be able to log in, but it
will take a minute or two.
