The quota command hangs if
1. NFS server is down
2. Root nameservers are not accessible (Internet connection failure) and automounter is running
If quota is executed in /etc/profile, users cannot login (or have
to wait for logn timeouts). Each execution of quota on system with
automounter generates unnecessary requests to root nameservers
(to resolve address 'pid250@machine').

problem #2: don't try to call rquotad and resolve automounter pid(pid250@machine:/pub) in getnfsquota()
