Have you tried Sendmail 8.8's anti-spam provisions?  You can get them from
sendmail.org.  We run them here and have found them very functional /
flexible.  You can deny/allow by IP address and/or hostname.  You can also
block specific users from certain domains.  We basically just allow class
Cs we own to relay though us.

Hmm...  It seems like this would be simplest to handle from sendmail.  I'm
just starting to play with ipfw myself (setting up a new FreeBSD box as a
firewall for our LAN), so I'll let others comment on this approach.  :)
