A hard reset is required to reboot the system. Both the gziped kernel on the on the installation disk and a kernel I built from the source tree have this problem. I did build a 5.0 kernel with the /usr/src/sys/i386/isa/pcibus.c from the 4.0-RELEASE source tree, and was able to boot the system with this kernel. Side note: are there any pcmcia ethernet cards currently on the market (i.e. that could be ordered and purchased) that will work with FreeBSD?
