Log:
Replace global suppression of the rsync algorithm with selective
suppression for just those directories where append optimization
is better. This makes updates of certain files such as CVSROOT/modules
go much faster.
Versions of CVSup prior to 16.1 had bugs in the rsync support which
caused rsync updates to be very slow (worse than transferring the
entire file). If you haven't yet upgraded to 16.1, you will soon
feel a strong desire to do so.
