That would help, but it's possible that pkgbase packages will have some
post-install scripts that rely on other packages.  IMO the right answer is =
that
some packages must be marked such that the solver does not split the upgrade
job for them.  But yes, having some special ordering for pkgbase packages
during upgrades makes sense.
