Umm... yes, but /etc/login.conf is "created" by the release build process. Therefore, it makes sense to create /etc/login.conf.db at the same time, just like /etc/[s]pwd.db are created from master.passwd. Why would you want to replicate this process hundreds of thousands of times when users install freebsd, rather than once when the release is built?
