qjail-1.7 is way out of date.
you have to delete all your 1.7 jails
then do pkg_delete qjail-1.7

then
portsnap fetch
portsnap extract
cd /usr/ports/sysutils/qjail
ee Makefile and make sure it says qjail-3.0
make install clean
man qjail
recreate your jails
