Just gettinmg software for free as in beer, doesn't mean that you get things done with this software in a reasonable time, if at all. To keep a long story short, it's just one example, why users are willing to take all the disadvantages of an iPad, resp. of Apple's restrictions. It might depend on the country, but indeed, even to use an iPad without accessing the store, you need to give critical information to Apple, since the Apple ID e.g. is generated from bank account number and email adresse. That an app requires an iOS upgrade could be an app developer's decision, but that Apple does discontinue supporting a few years old iPads, by not providing iOS upgrades, is an Apple decision, not done for technical reasons, without doubts it's done out of sheer greed for profit.
