Please refer to the Porter's Handbook §17.19:
1. Search for the official CPE entry for the software product either
by using the NVD’s CPE search engine or in the official CPE
dictionary (warning, very large XML file). _Do not ever make up
CPE data._

So no, that is not the ultimate goal. Only provide CPE information for
ports which are listed in the official CPE dictionary.
